Keep them orthogonal to the WBS:<\/p>\n<p style=\"text-align: left;\"><\/p>\n<h3 style=\"text-align: left;\"><strong>Two Foundations of Work<\/strong><\/h3>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\"><strong>1) Area-only (enabling\/physical)<\/strong><\/p>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\">Earthworks, foundations, piperack steel, building shell, scaffolds, roads. Acceptance is <strong>geometric\/physical<\/strong>, not by process system.<\/p>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\">\u00a0\u2192 Host under a formal <strong>Infrastructure\/Enabling System<\/strong> in each Unit (e.g., <em>Unit 420 \/ System 420-900: Infrastructure &amp; Enabling<\/em>), so the <strong>WBS leaf remains a System<\/strong>.<\/p>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\"><strong>2) Dual foundation (Area + System\/Sub-system)<\/strong><\/p>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\">Scope that will be <strong>handed over functionally<\/strong>: piping spools &amp; tests, mechanical hook-ups, cable pulls &amp; terminations, loops, hydro\/IR, pre-comm\/commissioning.<\/p>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\">\u2192 Lives under the <strong>real System\/Sub-system<\/strong>; <strong>Area<\/strong> stays as a <strong>WP attribute<\/strong> for AWP release and look-ahead.<\/p>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\"><strong>Result:<\/strong> Flow by <strong>Area<\/strong> without corrupting <strong>scope<\/strong>\u2014and clean handover by <strong>System<\/strong>.<\/p>\n<p style=\"text-align: left;\"><\/p>\n<h2 style=\"text-align: left;\"><strong>Accountability lives at the WBS\u00d7OBS intersection<\/strong><\/h2>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\"><strong>Control Account (CA) = System \u00d7 OBS leaf (owner\/team).<\/strong><\/p>\n<p style=\"text-align: left;\"><\/p>\n<ul style=\"text-align: left;\">\n<li style=\"list-style-type: none;\">\n<ul><\/ul>\n<\/li>\n<\/ul>\n<ul style=\"text-align: left;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li>A CA fixes <strong>responsibility only<\/strong> (one CAM).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\"><\/p>\n<ul style=\"text-align: left;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li><strong>No phase or discipline implied<\/strong> at CA level.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\"><\/p>\n<ul style=\"text-align: left;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Work Packages (WPs) live <strong>inside<\/strong> the CA.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\"><\/p>\n<h2 style=\"text-align: left;\"><strong>Planning Packages (embrace uncertainty, govern it)<\/strong><\/h2>\n<p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\">At end-of-FEED something is always missing (tags not fully mapped, IFC incomplete, hydro\/loop packs open). Yet <strong>A06<\/strong> has <strong>two IWPs Green<\/strong> next week because they don\u2019t depend on those items.
